The US has agreed to be a partner country in the next edition of the Vibrant Gujarat Summit in January 2017, an official has said.

Assistant Secretary of State for South and Central Asia Ms. Nisha Desai Biswal announced this during a meeting with the visiting delegation of Gujarat on Thursday, State Department spokesman Mr. John Kirby told reporters on Friday.

Ms. Biswal met with a Gujarat delegation, led by Resident Commissioner Shri. Bharat Lal, IFS who was accompanied by Indian Charge d'Affaires Ambassador Taranjit Singh Sandhu.

"The Assistant Secretary praised Resident Commissioner Lal for his efforts to make the state of Gujarat a model of innovation and sustainable economic growth and reform for India," he said.

“She also announced US' intent to participate as a Partner Country in the 2017 Vibrant Gujarat Global Summit, the government of Gujarat's biennial investors' summit that brings together global business leaders, investors, corporations, thought leaders, and policymakers," Mr. Kirby said.

US Secretary of State Mr. John Kerry had attended the last Vibrant Gujarat Summit.

Canadian Delegation Visits Gujarat to Explore Investment Opportunities Sep 16, 2016

Ahead of the 8th edition of Vibrant Gujarat Global Summit 2017, the officials of Government of Gujarat, today were visited by the Canadian delegation. The delegation was led by Hon. Yasmin Ratansi, Member of Parliament & Chair CPA. She was accompanied by Hon. Salma Athullajan, Senator; Hon. Joan Fraser, Senator; Hon. Ramesh Sangha, Member of Parliament; Ms. Elizabeth Kingston, Executive Secretary and Ms. Tara Scheurwater Sr. Trade Commissioner, Consulate General of Canada, Mumbai. Canada will continue to be a partner country for Vibrant Gujarat for the third consecutive year.

During the meeting, the delegation was shown a promotional audio-visual on Gujarat and the success of previous summits. The delegation was highly impressed by facts such as Gujarat being a national leader in 15 manufacturing sectors.

The delegates discuss some of the investor-friendly policies, the robust industrial ecosystem and single window clearance procedures that Gujarat offers, making it one of the most sought after investment destinations, globally. The ministry of food processing industries (MoFPI) will be hosting a Food India Summit alongside Vibrant Gujarat in January 2017. The event will host investors, facilitate them to meet their potential partners in India and realise the opportunities arising after the announcement of 100 per cent foreign direct investment (FDI) in food retail in India.

Smt. Harsimrat Kaur Badal, Hon’ble Minister for food processing industries stated that this decision was taken based on the suggestion by large food companies during her interaction with them in London recently.

“I recently visited London. Many of the companies expressed their interest in investing in India. We want companies to make food not only for India but for the world as well. The companies are also looking into the opportunity to work with local players for manufacturing,” she added.

“Food World Summit is also slated to take place in January and will provide the investors an opportunity to meet local players, including farmers producers organisations (FPO), processors, logistics companies, retailers etc. The prime minister’s vision of doubling the farmers’ income will be the main focus. This would help in achieving our goals for the food processing sector as well,” Smt. Badal said.

In a reply to a question about the sluggish progress in FDI in food retail-related investment, the minister stated that she was satisfied with the progress so far, adding that perhaps there wasn’t much awareness about the decision taken by the Indian government.

“We’re satisfied with the way things are moving vis-a-vis FDI in food retail. When you decide to do something, the faster you go to sell it, the faster you get a response. This government is working at a faster pace. And it’s not a lack of interest, but perhaps a lack of awareness. We’re working in that direction,” Smt. Badal added.

She said that the food market in the West was very different than it was here. In India it’s a routine affair while in the West it takes place on a weekly or monthly basis. Forty per cent of everybody’s expenditure is on food and that makes the sector more interesting. Currently, the (potential) investors are interacting with local players to get into this market.

Smt. Badal added that the companies were looking for niche products as well and India could help them obtain those.

Vibrant Gujarat roadshow receives tremendous response in US Sep 15, 2016

The Vibrant Gujarat Global Summit 2017 is receiving tremendous response in the US, members of a high level state delegation said after meeting senior government officials and CEOs of top tech companies here.

In a bid to promote the business summit that will take place in January next year, the delegation led by Shri. Bharat Lal, IFS, Resident Commissioner, Government of Gujarat, organised roadshows and met with business leaders.

The delegation also met with Indo-American Chamber of Greater Houston (IACCGH) earlier this week and received huge positive response from the business community.

"Vibrant Gujarat is connecting India to the world," Shri. Lal said.

"Our objective is to interact with government officials and the business community during this roadshow in Canada and USA, to attract investors, scientist, and entrepreneurs from all over the world to come to Gujarat and participate in the Vibrant Gujarat Global Summit 2017," he told PTI at the reception organised by Consul General of India, Dr Anupam Ray.

"Vibrant Gujarat is the biggest platform for enabling business in India. In the post GST (Goods and Services Tax Bill) scenario, when India becomes 'One Nation - One Market', Gujarat holds a unique distinction with favourable geographical location, state-of-the-art infrastructure and sound policies," he said.

"We have had various meeting with leading companies across USA and had an amazing response. People are very excited about GST... Business industry is bullish, they think this is the right time to invest.

Underlining the rapid economic development that is taking place under Hon’ble Prime Minister Shri. Narendra Modi, Shri. Lal referred to Gujarat as being the driving engine of Indian growth.

"The state accounts for 19 per cent of industrial output, 41 per cent of cargo exports and 10 per cent of India's manufacturing industries," he said, adding that Gujarat ranked number one in "ease of doing business".

Harris County Judge Ed Emmett who was special invitee at the roadshow said Houston is looking forward to Hon’ble Prime Minister Shri. Modi's visit in the near future.

His visit will further strengthen the ties between Houston businesses and India, he added.

BSE seeks SEBI nod for international stock exchange at GIFT City Sep 15, 2016

Asia’s oldest stock exchange BSE Ltd is planning to open an international stock exchange at GIFT City, India’s maiden international financial services centre in Gandhinagar, Gujarat.

BSE, which has filed for an initial public offering (IPO), said in its prospectus that it has requested in-principle approval from the Securities and Exchange Board of India (Sebi) to open the exchange.

BSE plans to start operations in GIFT City by January during the Vibrant Gujarat summit, two BSE officials with direct knowledge of the matter said, on condition of anonymity. This is, of course, subject to the capital markets regulator approving the new bourse.

The new exchange will provide a platform for Indian companies to raise capital by issuing foreign currency instruments, allow start-ups to raise equity from foreign investors by getting listed on the international exchange and also allow companies incorporated outside India to list in the international financial services centre, the draft prospectus said.

It will enable members to “trade from the international financial services centre in global capital markets such as NYSE, LSE, NASDAQ, etc., which many brokers are currently doing from other financial centres such as Singapore and Hong Kong,” according to a presentation BSE made to investors and brokers soliciting membership in the proposed exchange.

An international exchange would open up a new stream of revenue for BSE which has been losing market share to rival National Stock Exchange of India Ltd (NSE) for quite some time. In the last five years, BSE’s market share in the equity cash-trading segment has halved to 15%. Its share in the derivatives segment is close to negligible.

BSE will seek partnerships with other exchange operators to start the international exchange at GIFT City, the draft prospectus said. It intends to set up an international exchange and clearing corporation, both wholly owned subsidiaries.

The exchange signed an agreement with GIFT SEZ Ltd to set up these two entities in January 2015.

On 11 August, BSE secured approval from the ministry of corporate affairs (MCA) to set up the international exchange.

As the countdown begins for the next edition of Vibrant Gujarat Global Summit 2017, the state government has chalked out 202 projects to be showcased to prospective investors. These projects cover more than two dozen sectors where the state has the highest potential to attract investments. The projects have been identified on the basis of locational advantage for particular industries, availability of manpower and other infrastructure required for establishing an industrial unit. The state, for example, has identified Ahmedabad, Gandhinagar and Vadodara as potential locations for developing electronic hardware projects. Banaskantha and Patan have been shortlisted for solar power plants, and Junagadh and Kodinar for conventional power projects. The sectors for which the projects have been prepared also include aerospace and de fence, automobiles and auto components, energy and power, heavy engineering and chemicals and petrochemicals to name a few." We have prepared a well researched 200 projects across 25 sectors with details ranging from market potential to the necessary clearances required.

The project outlines also have information about the availability of manpower and other requirements for upcoming projects," said Shri. Rajkumar Beniwal, IAS, managing director, iNDEXTb, the nodal agency for organizing the summit. Global consulting firm Ernst & Young (E&Y) have been roped in for creating project outlines. The state intends to high light these projects to various international and national investors in Vibrant Gujarat Summit road shows and during the biennial summit scheduled to kick off from January 10, 2017.The government felt that the investors have to spend a lot of time in gathering the primary details such as potential location and availability of infrastructure including land. The investors can take faster decision if all these information is made available to them at a stage when they are exploring investment opportunities. Gujarat Tourism to soon make 360-degree live action virtual reality videos Sep 08, 2016

Those who wonder what's there to see in Gujarat can soon take a sneak peak of what it would be like to walk around the Indus Valley ruins of Lothal and Dholavira, or climb down the intricate 11th century stepwell Rani-ki-vav in Patan alongside the Saraswati River, without actually going there.

Gujarat Tourism Opportunity, a joint venture between Tourism Corporation of Gujarat and development finance company Infrastructure Leasing & Financial Services (IL&FS), is making a 360-degree immersive live action virtual reality (VR) videos of these three locations, for use at tourism expos.

"The idea is to make people want to visit the destination so the videos will not be very long," said Mr. Ajay Parge, founder director at Pune-based Digital Art VRe that is creating the first set of videos as a pilot. He said the two minute long videos would be played using VR-enabled headsets. If the pilots generate good response, then the state tourist board could look at commissioning more than 100 videos to showcase different tourist attractions, said Mr. Parge.

While 360 degree videos are a huge improvement in how tourist sites have traditionally been promoted, giving the viewer a sense of the scale and depth of the actual location, experts said it remains too expensive to become a mass solution for tourism promotion. About a year ago, the Madhya Pradesh tourism department had carried out a pilot project when it got Indore-based TM Store to create 360-degree virtual reality films for two locales, which it planned to use at exhibitions. "Virtual reality is still to be seen as a mass solution. Doing this can be fairly expensive," said Mr. Virat Khutal, CEO at TM Store, who created these videos.

The company had also carried out a unique initiative during the Kumbh Mela in Ujjain earlier this year in collaboration with the Madhya Pradesh tourism board. "We created a 360-degree immersive video of the Mahakaal temple and the Bhasam aarti, and using Google Cardboard — a low cost VR headset, showed these to tourists at different hotels across the town," Mr. Khutal said. This helped deal with the problem of crowds during the Maha Kumbh since people could experience being at the temple from their hotels. While the company planned to reach out to five-million visitors, bad internet speeds played spoilsport.

Bandwidth is one major challenge when it comes to doing VRbased events and promotions. Another big issue is the lack of clarity in terms of what can be done. Mr. Rugwed Deshpande, who is also founder director at Digital Art VRe along with Mr. Parge, said: "It's still a new medium and there are no benchmarks in place for what should be done; people are still trying to figure that out." Using VR technology to promote tourism is rapidly gaining popularity world over, but cost remains an issue.

Gujarat seeks UAE investments to boost growth Sep 07, 2016

Gujarat is seeking investments in different sectors including renewable energy, infrastructure development, financial services, aerospace and defence to boost revenue and growth, a top government official from the state said in Abu Dhabi.

“Gujarat is one of the fastest growing states in India contributing 7.14 per cent of India’s total GDP. There are plenty of opportunities of Emirati companies to invest in the state,” said Shri. S.J. Haider, IAS, Principal Secretary to the government of Gujarat while speaking at Abu Dhabi Chamber of Commerce and Industry office on Wednesday.

Shri. Haider outlined a number of sectors that would offer potential investment opportunities for the UAE based companies.

In clean energy sector, he said India needs as much as $200 billion (Dh734 billion) to meet its target of installing 100,000 megawatt of solar power capacity and around 60,000 megawatt of wind power capacity by 2022.

“Gujarat is emphasizing on clean energy projects. It already has second highest solar power installed capacity in India and is looking to start offshore wind projects.”

The state is also looking for investments in Gujarat International Finance Tec City (GIFT City), an ambitious project by the government to attract foreign direct investment and give boost to financial services sector.

Ease of doing business

The project will have 110 buildings with a hospital and number of hotels. Gujarat government is planning to make it as a hub for financial services in India.

“Gujarat is a policy driven state. We are trying to strengthen ease of doing business and attract more foreign companies. We will be hosting a Vibrant Gujarat Global Gujarat summit next year to highlight opportunities.”

Ms. Neeta Bhushan, Charge d’ Affaires at the Indian Embassy in Abu Dhabi, said the India-UAE relations are at its peak with robust trade between the two countries.

The total bilateral trade between the UAE and India for the year 2015-16 is around $50 billion, which has gone down from $59.1 billion when compared to the previous year.

The UAE is India’s third largest trading partner after China and the US, whereas India is the largest trading partner for the UAE for the year 2015, according to Indian embassy.

We have set us a target of double our present revenues by 2020 by setting up a state-of-the-art manufacturing unit at Gujarat. Manufacturing of one lakh pens per day will commence from April 2017.”

We have a substantial presence in 50 countries in six continents while we had started with 15 distributors and now have 2500 of them assisting our endeavour and one lakh retail outlets countrywide, he added.

Now we have an annual manufacturing capacity of one billion units per annum and employ more than 2000 workers and staff, 500 of them directly and 1500 on contractual basis, said Mr Jalan.

Three coastal economic zones proposed in Gujarat Sep 03, 2016

To boost port-led industrialization, a draft report prepared by the union ministry of shipping has proposed creation of three coastal economic zones (CEZs) in Gujarat as part of the Central government's ambitious Sagarmala programme. As many as 14 such CEZs have been envisaged along country's coastline.

A coastal economic zone is conceived to be a spatial economic region comprising a group of coastal districts or districts with port-linkages. The idea is to link ports, industries and infrastructure into a single system at regional level.

CEZ could be developed in the immediate hinterland of existing as well as new proposed ports. Within each CEZ, there will be multiple industrial clusters, each with discrete land bank.

The three regions identified for CEZs in Gujarat are Kutch, Saurashtra and South Gujarat. The probable districts, which could be covered under CEZs, include Kutch, Jamanagar, Bhavnagar, Amreli and Ahmedabad in Saurashtra region and Bharuch, Surat, Navsari and Valsad in South Gujarat. All these areas come under the influence of major and non-major ports.

"Coastal Economic Zone is an important aspect of the Sagarmala program and will be the main vehicle for kick-starting port led industrialization in India," the draft report says. The Sagarmala project aims at accelerating economic development in the country by harnessing the potential of India's coastline.

"This is the first time any government is thinking about an integrated scheme. Sagarmala includes ports, coastal shipping, inland waterways and all the industrial development close to the ports. CEZ will boost port-led industrialization and development in Gujarat as it seeks to link ports, infrastructure and industries," said a city-based port consultant.

Unlike existing Special Economic Zones (SEZs), these regions are envisaged to be much bigger like China's Shenzhen SEZ, which is spread across 2,050 square kilometres.

As per the report, the states are expected to come forward to work with the centre to develop these CEZs and the corresponding industrial clusters. However, experts and port consultants believe that the success of these CEZs depends a lot on the tax structure, incentives and actual implementation.

To make construction norms uniform, Gujarat Govt. brings in major reform Sep 03, 2016

In order to bring parity in construction norms existing in different cities across Gujarat, the state government Friday decided to put in place a common set of performance and administrative regulations for cities and towns of the state. It also made an important decision of doing away non-agriculture (NA) certificate for town planning schemes that have already been implemented in urban areas and simultaneously eased norms for individuals wanting to build private residences.

“We have taken a decision that all land areas covered in approved town planning schemes will be considered as non-agriculture (NA),” said Hon’ble Deputy Chief Minister Shri. Nitin Patel. Until now, NA had to be taken if developers submitted a revised plan for reconstruction in approved TP schemes.

“There are around 700 town planning schemes which are at present enforced in the state, and land owners in these TP schemes will be benefited by this decision of the government,” Shri. Patel added.

Making it easier for individuals to build houses in the state, the Gujarat government said any construction of private homes up to 125 square meters can be undertaken by a land owner in any town or city under municipal corporation or any other local body by producing just an affidavit along with a few related documents, including an approval from a competent official. “No prior permission will be required for construction of private residential home up to 125 square meters. Only Building Usage (BU) permission required after construction,” Hon’ble Deputy Chief Minister Shri. Nitin Patel wrote later on Twitter.

The state government also decided to bring in uniform regulation for constructions for municipal corporations, urban development authorities and municipalities in all municipal corporations — Ahmedabad, Surat, Rajkot, Vadodara, Bhavnagar, Gandhinagar, Junagadh and Jamnagar — and municipalities of the state. After this decision, all the local bodies that fall under the Town Planning Act will have common format for presenting construction plans, application forms, construction norms, etc. Apart from this, norms related to rain water harvesting, grey water recycling, fire-fighting, lifts and others will also be made similar.

“The decision to make processes common across cities will benefit the real-estate sector. Developers use to struggle with different construction norms existing in different cities. For instance, different cities in Gujarat have different FSI (floor space index), rules for obtaining the NA (non-agriculture) certificate, etc. in Ahmedabad is different from those in Surat. We expect a lot of streamlining to happen after this decision,” said Mr. Dipak Patel, president of Gujarat Institute of Housing and Estate Developers (GIHED), which is the Ahmedabad city chapter of CREDAI. “The decision to abolish NA certification in urban areas where final town planning schemes have been implemented is also a positive step. This will do away with the tedious process of obtaining NA for passing revised plans,” Shri. Patel added.

Reacting to the developments, the president of CREDAI, Mr. Jaxay Shah said, “The state government has taken a historic decision for doing away with the need to seek NA permission for areas where TP have already been approved and for providing automatic NA for areas that have been declared as ‘outgrowth town’ areas. These decisions will help in building affordable homes in the state.”

Gujarat plant on Berger palette Sep 03, 2016

Berger Paints is setting up a plant in Gujarat to meet the demand of the automobile segment.

In a statement to the Bombay Stock Exchange, the Calcutta-based company said it would set up a mixing plant with a maximum capacity of 2,400 kiloliters per annum near the existing factory of its subsidiary, Beepee Coatings Pvt Ltd, at Vallabh Vidhyanagar in Anand district.

"There is a growing demand for different shades of paints from the auto sector (both two- and four-wheelers). Gujarat is gradually becoming a hub for the automobile sector and our new plant is specifically planned to cater to the local demand from the automobile sector," Mr. Abhijit Roy, managing director and CEO of Berger Paints, told The Telegraph.

Auto boom

Japanese auto major Suzuki is planning a manufacturing unit in Gujarat at an investment of Rs 18,500 crore. Ford Motors and Tata Motors have also set up their base in the state.

"The automobile makers typically want the paint units close to their manufacturing sites," said Mr. Roy, adding that the Gujarat plant will source inputs from different locations and produce the final shades according to the requirement of the manufacturers.

The plant, set up at an investment of Rs 5-6 crore, is expected to become operational by December this year.

"We are upbeat about the demand from the automobile sector and recent trends suggest sales are growing," Mr. Roy said.

Domestic car sales saw strong growth in August, with market leader Maruti clocking over 12 per cent rise in sales. Hyundai, Mahindra, Toyota, Renault and Nissan also posted strong numbers because of a good monsoon and the onset of the festive season.

In two-wheelers, Hero MotoCorp, Honda and TVS Motor registered growth.

Vodafone to invest over Rs 500 crore in Gujarat to expand 4G services Sep 02, 2016

Within a day of Reliance Jio announcing the launch of its much-talked about 4G services with dirt-cheap tariffs, Vodafone today said it will invest more than Rs 500 crore to expand its 4G services in Gujarat.

Announcing the launch of Vodafone SuperNet 4G services in Surat, Vodafone India MD & chief executive Mr. Sunil Sood said, "the company has invested about Rs 541 crore in Gujarat, and will invest a similar amount this year towards network expansion."

Mr. Sood said the company will roll out the 4G services across the state over the next few months. The Gujarat launch follows successful launches of 4G services in Kerala, Karnataka, Kolkata, Delhi & NCR, Mumbai, Haryana & UP East.

Built on the more efficient 1,800 MHz band, this network will enable the 4G customers access the Internet with higher speed.

"As a steadfast partner to Digital India drive, we are delighted to launch Vodafone 4G in Gujarat during this second phase of our 4G rollout," he said, adding the next destination will be Bengal and 1,000 towns across the country by the end of the year.

Brooks Lab soars 20% on receiving manufacturing licence for Gujarat facility Sep 02, 2016

Brooks Laboratories is locked at upper circuit of 20% at Rs 122 on the National Stock Exchange (NSE) on the back of heavy volumes after the company said it has got manufacturing license for its new manufacturing facility at Vadodara in Gujarat.

“The company's new manufacturing facility at Vadodara, Gujarat has been granted with manufacturing licence from Commissioner of Food & Drugs Control Administration, Gandhinagar, for manufacture of pharmaceutical products,” Brooks Laboratories said in a regulatory filing.

The manufacturing licence is valid for the period of 5 years from August 16, 2016 to August 15, 2021, it added.

UK plans 100-member delegation for VGS-2017 Sep 02, 2016

Continuing its association with the Vibrant Gujarat, the UK has decided to become a partner country for the next edition of the biennial summit scheduled for January 2017. The delegation will focus on the lifesciences and chemicals sectors.

"Gujarat is an important state for the UK and a large business delegation will participate in the next Vibrant summit. The delegation will comprise of 100 members," said British High Commissioner to India Mr. Dominic Asquith, who also met Hon’ble Gujarat Chief Minister Shri. Vijay Rupani on August 31.

Apart from lifesciences and chemicals, other focus areas in Gujarat are pharmaceuticals and energy. "The purpose of the visit was not only to meet political leaders and government officials but also to meet with businesses here," he said, adding that Gujarat is a very important state for the UK.

There will be two major delegations and some 30-40 companies will be from chemicals and lifesciences businesses.

"The delegations will look at collaborative ventures, apart from looking at possible tie-ups and joint ventures in Gujarat," said Mr. Geoff Wain, British deputy high commissioner, Ahmedabad (Gujarat).

Gujarat signs up for regional connectivity scheme, to overhaul 11 airports Sep 01, 2016

After Maharashtra, Gujarat has now signed up for the Centre's regional connectivity scheme (RCS) that looks at improving unserved and underserved airports and runways in smaller towns. Under the memorandum of understanding (MoU) signed between the state and central government at Gandhinagar on Thursday, around 11 airports and runways will be developed and made functional.

The MoU was signed in the presence of Hon’ble Union Minister of Civil Aviation Shri. Ashok Gajapathi Raju who said that a viability gap funding (VGF) of Rs 500 crore annually is being created for the scheme. Under the scheme, airports and runways included are situated at Surat, Bhavnagar, Jamnagar, Porbandar, Keshod, Junagadh, Amreli, Bhuj, Kandla, Disa and Mahesana districts of Gujarat.

"Under viability gap funding, we will provide about Rs 500 crore for three years. For the development of the airstrips, the union government will fund 80 per cent and state government will have to bear 20 per cent in the scheme," Shri. Ashok Gajapathi Raju said.

In July 2016, civil aviation ministry had announced National Civil Aviation Policy 2016, under which regional connectivity scheme has been executed by the union government for the development of civil aviation sector in Indian states.

"India is the fastest growing country in the world in aviation sector. Growth of civil aviation in the country is about 20 per cent. Still, several places are either unserved or underserved by air and our idea is to connect maximum places under the scheme," Shri. Raju said.

Announcing the MoU, Shri. Nitin Patel, Hon’ble deputy chief minister of Gujarat said: "Under the RCS, facilities will be given to make flights operational. Gujarat government will provide necessary support for the security and fire safety facility under the scheme. The state will provide land at token rates for airstrip development as per the requirements."

To further boost the operations, the state government has also decided to reduce value added tax (VAT) on aviation fuel from five per cent to one per cent for the scheme. "Moreover, the state will provide water, power and other utilities at reasonable rates," Shri. Patel added.
