Q.1

I want to set up an industry in Gujarat, am I required to obtain any clearance from Pollution Control Board (GPCB)?

Ans.

For all items barring highly polluting industries, an NOC is normally required to be obtained from Gujarat Pollution Control Board. However, the Gujarat Pollution Control Board has published a list of 99 industries which do not cause any pollution and has therefore, exempted such industries from obtaining even the NOC. For highly polluting industries, the unit has to first obtain NOC, and on satisfactory compliance of the stipulated conditions by way of effective installation of pollution control equipments/satisfactory arrangement for disposal of wastes/effluents, the Board issues a consent to commission the plant.

What is the procedure for getting the clearance from GPCB?

Ans.

For obtaining NOC, the unit has to make an application in the prescribed format (available at all regional offices of GPCB or can be downloaded from www.gpcb.gov.in) with all relevant details and plans in triplicate to the concerned regional office (RO) of GPCB. The applicant shall have to pay NOC fee by demand draft in accordance with the rate schedule mentioned in the application form. The RO will conduct a site visit and thereafter they will forward the application along with site report to HO. The scrutiny of the application will be carried out at HO. The entire process may take 3-4 months’ time. In the case of consent, it will be issued within 4-5 months after the date of application.

How can I find out whether discharges from my industrial unit are causing any pollution?

Ans.

Services of any certified environmental laboratory may be employed to get the discharges from any source sampled and nalysed.

How can I control sources of pollution from my industrial unit?

Ans.

Services of any local or foreign environmental consultant firm may be acquired for proper environmental auditing and adoption of best possible pollution control or treatment measures.
